781.19  VEHICLE EQUIPMENT AND INSPECTIONS.
   (a)    Every taxicab shall be kept in a safe and sanitary operating condition and shall at all times have the following equipment:
      (1)    A light, within the passenger compartment, capable of being lighted and extinguished by the passenger;
      (2)    A spare tire capable of being used on any of the wheels of the vehicle;
      (3)    A set of tools for changing tires;
      (4)    An efficient braking system which will be capable of stopping the vehicle without load in a distance of twenty-two feet when operating on a level, dry, asphalt street at a speed of twenty miles per hour; and
      (5)    Skid chains to be applied to the rear wheels when road or weather conditions make their use necessary.
   (b)    All outside lights, other than the usual headlights or parking lights, are to be placed on the top of the taxicab to provide adequate identification at night.
   (c)    All taxicabs must be inspected three times a year at four month intervals by a person approved and designated by the Fiscal Officer, and who is to file with the Fiscal Officer a copy of such inspection reports. All recommendations are to be complied with by the owner of the taxicab within a reasonable time, which shall be no later than thirty days from the date of notification.
   (d)    Any taxicab company using radios shall use a single channel set. If multi-channel sets are owned, all other channels shall be removed from the set other than the channel number issued and authorized.
