(a) "Taxicab" means and includes all motor-driven vehicles carrying passengers for hire on the streets of the Village, except motor busses operated on regular schedules and over regularly established routes. Wherever the word "cab" is used in this chapter, it shall be construed to mean a taxicab.
(b) "Fiscal Officer" means the Fiscal Officer of the Village or his successor.
(c) "Taxicab owner" or "operator" means and includes every corporation, association, joint stock association, person, firm or copartnership, and their lessees, directors, receivers or trustees appointed by any court whatsoever, or the heirs, executors, administrators, personal representatives or assigns of any deceased owner, owning, controlling, operating or managing any taxicab.
(d) "Taxicab driver" or "driver", means the person driving a taxicab.
(e) "Public convenience and necessity", means a genuine need for additional taxicab transportation facilities in order to adequately and properly serve the needs and conveniences of the general public of the Village.
