Upon the filing of an application and the payment of ten dollars ($10.00), the Fiscal Officer of the Village shall issue to the applicant a license which shall entitle the licensee to maintain and operate at the premises mentioned in the application, the mechanical musical device described in the application, subject to the terms and conditions of this chapter, any other ordinances of the Village, and subject to the rules which may be hereinafter set forth by the Village Fiscal Officer. At the time of the issuance of the license, the Fiscal Officer shall also issue to the licensee a registration slip or sticker for each mechanical musical device described in the application. The license fee provided above, shall be the annual license fee for the fiscal year which shall expire December 31, of each calendar year. However, for any license issued after July 1 in any calendar year the license fee for the balance of the calendar year shall be five dollars ($5.00).
