A license is required for the operation of a mechanical musical device and no person shall maintain, operate or permit to be maintained or operated, in, upon or about any premises under his control, which are open to the public, any mechanical musical device unless a license for it has been obtained from the Fiscal Officer of the Village. Premises which are open to the public include clubs, private clubs, headquarters and meeting places of fraternal and other societies, associations and bodies and all other public places.
