An owner, who actually owns and who also installs, uses and exhibits any mechanical or electrical amusement device in his own place of business, is deemed to be an exhibitor and is required to take out a machine license for each mechanical or electrical amusement device used. However, any owner who owns and also installs, uses or exhibits any mechanical or electrical amusement device in his own place of business shall file an affidavit with the Fiscal Officer setting forth that he is the bona fide owner of such mechanical or electrical amusement device and that as such owner, he receives some benefits from the operation of it and that no other person has any actual or beneficial interest therein, either directly or indirectly.
