Each mechanical or electrical amusement device, shall be licensed, and no person shall keep, maintain, permit or allow any unlicensed device to be in or upon any public place of business under the control, supervision or direction of such person other than a person exempt from the licensing provisions of this chapter. Each amusement arcade shall be licensed as an amusement arcade and a license therefor shall be required in addition to and independent of, the license required for each mechanical or electrical amusement device.
