509.09  SIDEWALK AND STREET OBSTRUCTION; LOITERING.
   (a)   No persons shall assemble or congregate upon any of the sidewalks or public streets, or stand or sit about the corners of any of the streets or on the sidewalks of the Village, unless detained for some lawful purpose, to the obstruction of the same for a free and convenient passage of persons who are lawfully passing along any of such streets or sidewalks.
   (b)   No person shall loiter about or congregate upon or occupy any of the streets, sidewalks or bridges or any of the corners of any street within the corporate limits of the Village, or loiter about or congregate so as to occupy any of the sidewalks in front of any dwelling or place of business, or in front of any place of worship or any place of amusement or entertainment in the Village, providing that such person has no lawful occupation or business at such place.
   (c)   No person shall loaf or loiter in or about any hall, stairway, vestibule, entrance or passage leading to any public building or room at any time within the corporate limits of the Village.  (Ord. 936.  Passed 12-29-75.)
