505.10  ANIMAL BITES; QUARANTINE AND REPORTING.
   (a)   Whenever any animal shall bite any person, the Mayor may order such animal quarantined for a period extending not longer than ten days from the time of the bitting.    Any owner or person in custody or possession of such animal who shall fail to comply with such quarantine order shall be deemed guilty of a misdemeanor.  All expenses incurred for the keeping of such animal or the necessary tests to determine whether rabies exists, shall be borne exclusively by the owner or keeper of such animal.  No person, having knowledge of the existence of any rabies, or the fact that any animal has bitten any other person, shall fail to immediately report such information to the Mayor.
   (b)   No veterinarian or other person in whose custody an animal is placed under and by virtue of any of the provisions of this chapter, shall release the animal from his custody until he has first received permission from the Mayor.
   (c)   Whenever, in the judgment of the Mayor, rabies is prevalent, the Mayor shall declare a quarantine of all dogs in the Village.  During the quarantine, the owner, keeper or harborer of any dog shall keep it confined to his premises or in a suitable pound or kennel and a dog may be permitted to leave such premises only if under leash.  The quarantine order shall be considered an emergency and need not be published.  No person shall violate any rabies quarantine order issued pursuant to the provisions of this section.

   (d)   Whoever violates this section is guilty of a minor misdemeanor.
