151.05  P.E.R.S. PICK-UP.
   (a)    Subject to the consent and approval of the Internal Revenue Service, the Public Employees Retirement System, and the Police and Firemen's Disability and Pension Fund, effective as of the date the Village receives notice of approval from the Internal Revenue Service, the full amount of the statutorily required contribution to the Public Employees Retirement System of Ohio shall be withheld from the gross pay of each elected official or employee of the Village and shall be "picked up" (assumed and paid to the Public Employees Retirement System of Ohio) by the Village. This "pickup" by the Village is and shall be designated as public employee contributions and shall be in lieu of contributions to the Public Employees Retirement System of Ohio by each elected public official or employee. No persons subject to this "pickup" shall have the option of choosing to receive the statutorily required contribution to the Public Employees Retirement System of Ohio instead of having it "picked up" by the Village or of being excluded from the "pickup".
   (b)    The Village and the Fiscal Officer thereof, shall, in reporting and making remittance to the Public Employees Retirement System of Ohio, report that the public employee's or public official's contribution for each person subject to their "pickup" has been made by the Village in lieu of contributions to such Public Employees Retirement System of Ohio by each such person and that such contributions are designated as public employee contributions.
   (c)    The "pickup" by the Village as provided for in this section shall apply to all elected public officials and all employees of the Village who are contributing members of the Public Employees Retirement System of Ohio.
   (d)    The Fiscal Officer of the Village is hereby authorized and directed to hereafter implement policies and procedures necessary in the administration of the pay of all persons described in subsection (c) hereof to effect the "pickup" of the statutorily required contributions to the Public Employees Retirement System of Ohio so as to enable them to obtain the resulting Federal and State tax deferments.
   (e)    This "pickup" plan is subject to the approval of the Internal Revenue Service, the Public Employees Retirement System of Ohio, and the Police and Firemen's Disability and Pension Fund.
   (f)    The Fiscal Officer is hereby further authorized and directed to prepare a Notice of Policy and Directive to the public officials and employees of the Village and to post the same in the various departments of the Village for public inspection.
