151.02  EQUAL EMPLOYMENT.
   (a)    The Village shall not discriminate against any employee or applicant for employment because of race, color, religion, sex or national origin. The Village shall take affirmative action to ensure that applicants are employed, and that employees are treated during employment, without regard to their race, color, religion, sex or national origin.
   (b)    The Mayor is charged with developing and keeping an Affirmative Action Plan.  Such plan shall include, but is not limited to employment, upgrading, demotion or transfer; recruitment or recruitment advertising; layoff or termination; rates of pay or other forms of compensation and selection from training including apprenticeship. The Mayor shall post in conspicuous places, available to employees and applicants for employment, notices setting forth the provisions of the nondiscrimination clause in subsection (a) hereof.
   (c)    The Village shall, in all solicitations or advertisement for employees, state that all qualified applicants will receive consideration for employment without regard to race, color, religion, sex or national origin.
   (d)    The Village shall cause the foregoing provisions to be inserted in all subcontracts for work contracted with the Village so that such provisions will be binding upon each subcontractor, provided that the foregoing provisions shall not apply to contracts or subcontracts for standard commercial supplies or raw materials.
   (e)    No person employed by the Village shall be discharged or in any way discriminated against because he has filed any complaint or instituted or caused to be instituted any proceeding or has testified or is about to testify in any proceeding under or relating to the discrimination clause or labor practices of the Village.
