The Park Commission shall, as soon as practicable, prepare and submit to Council for review and approval, comprehensive rules and regulations governing the use and enjoyment of the public parks and the facilities incidental thereto. If Council approves such rules and regulations it shall by ordinance adopt and ratify them as an action of Council and such rules and regulations shall have the full force and effect of law. The Commission shall, from time to time, not less frequently than once during each calendar year, review the rules and regulations and propose to Council recommendations as to any amendments, deletions or additions thereto for review and approval by Council as provided in this section.
