No expenditure shall be authorized nor obligation incurred by the Park Commission in excess of fifteen thousand dollars ($15,000) for any single project or improvement to be undertaken in the care, management and supervision of the public parks without first advertising for sealed bonds once in a newspaper of general circulation in Guernsey County, at least thirty days prior to the opening of such bids. The contract for such project or improvement shall thereupon be awarded to the lowest responsible bidder; provided, however, that the Commission in all cases reserves the right to reject any and all bids and provided further, that the proposed contract shall first be submitted to Council for review and approval before the Commission enters into such proposed contract.
