The regular fees for attaching to the sanitary sewer system may be paid in equal quarterly installments over a period of two years, plus an additional amount as surcharge of sixty dollars ($60.00), which shall also be divided over the same period of two years, all of which shall be added to the regular quarterly sewer payments.
