(a) The Wastewater Superintendent shall make and enforce rules and regulations subject to approval of Council, establishing the types and characteristics of sanitary sewage and industrial wastes and other matter, not specifically covered in this chapter, which shall not be discharged into the Village sewerage system and the types and characteristics of sanitary sewage and industrial wastes admissable to the Village sewerage system only after pretreatment. Such rules and regulations shall be subject to appeal to Council which shall refer the appeal to the Engineer for an opinion, based on this opinion Council shall affirm or reject the ruling of the Superintendent.
(b) The Superintendent and other duly authorized employees of the Village bearing proper credentials and identification shall be permitted to enter upon all properties for the purposes of inspection, observation, measurement, sampling and testing, in accordance with the provisions of this chapter.
