No person shall discharge industrial waste, either directly or indirectly, into the Municipal wastes works without first obtaining approval of Council and a written permit from the Wastewater Superintendent, after the Superintendent has ascertained that the discharge of such waste in the particular instance is not in violation of this chapter and the discharge has received satisfactory pretreatment as may be required by the Village.
