Upon the consumer’s or owner’s desire for discontinuation of service, the minimum billing charge shall continue until such time as the consumer or owner notifies the office of the Village Administrator of the Village of such desire of discontinuation at which time the Village shall shut off the service. The shutting off of the service by the consumer or owner does not constitute a work order and does not release the consumer or owner, from the payment of the minimum service charges of such service.
