941.03  WATER METERS.
   (a)   A separate water meter and “shut off” for measuring the consumption of water shall be installed for each dwelling, store, institution, manufacturing plant or place of business before water will be furnished to it.  The cost of the water meter shall be paid by the property owner.  The user will also be required to pay for all necessary repairs to the meter.  Change of ownership of the user shall not require a new tap-in fee and the payment for a new meter.  The Village reserves the right to inspect the meter at any reasonable time and notify the owner of any repairs it may consider necessary to be made and make the same.  Repair bills remaining unpaid shall be certified to the County Auditor in the same manner as unpaid water bills.

   (b)    All property owners with a meter larger than one inch (1") shall be subject to mandatory annual water meter testing by a company approved by the Water  Superintendent or the Village Administrator.  Costs of the testing shall be the responsibility of the property owner.
 
   (c)   The annual meter testing required under this Section shall commence in the calendar year 2003.  Thereafter, such annual testing will be completed on or before June 1st of each successive year.  A written report of the result of the testing shall be submitted to the Water Superintendent.

   (d)   Structures or premises that are serviced by an independent service line whose primary use is for fire protection and/or for a fire suppression system shall be equipped with a compound fire flow meter that is UL/FM rated installed in the service line.  The meter shall be purchased from the Byesville Village Water Department and shall conform to current specifications of the Byesville Village Water Department.  Installation of said meter shall conform to all current specifications of the Byesville Village Water Department.
