(a) Except in places where special permission to the contrary is granted by the Village Administrator, no application for water shall be allowed until the applicant can show that the property is to be supplied through a separate and independent water service connection from the main line.
(b) Except in places where special permission to the contrary is granted by the Village Administrator, no application for water shall be allowed until the applicant can show that the property to be served is below 900 feet msl.
