Any sidewalks abutting upon or adjacent to a public street or alley and running generally parallel with such public street or alley shall be constructed of concrete material. The base of the sidewalk shall be constructed of stone or gravel and shall be vibra tamped. No sidewalk shall hereafter be constructed or repaired by the use of asphalt, cement, concrete, or other bituminous material. This section shall not apply to sidewalks located on private property and not abutting upon or adjacent to a public street or alley and not running generally parallel to such public street or alley.
