Whenever by this or any other subchapter any parking time limit is imposed or parking is prohibited in designated streets or public property, there shall be appropriate signs giving notice thereof. No regulations shall be effective unless the signs are erected and in place at the time of any alleged offense, except that no parking or congregating is permitted at any business after business hours.
