§ 3.3. MANNER OF ELECTING COUNCIL; TERM OF OFFICE.
   (a)   The qualified voters of the entire Town shall elect members of the Town Council from the Town at large. Members shall be elected in 2009, and quadrennially thereafter, for four-year terms. To be eligible for election to the Town Council, an individual must reside in the Town of Butner. Vacancies on the Town Council shall be filled in accordance with G.S. 160A-63.
   (b)   At the regular municipal election to be held in 2013, the three candidates who receive the highest number of votes shall be elected for four-year terms, while the three candidates who receive the next highest number of votes shall be elected for two-year terms. At the regular municipal election to be held in 2015, and every four years thereafter, three members of the Council shall be elected to serve for four-year terms. At the regular municipal election to be held in 2017, and every four years thereafter, three members of the Council shall be elected to four-year terms.
