§ 30.02 PROCLAMATION IMPOSING PROHIBITIONS AND RESTRICTIONS.
   (A)   The Mayor by proclamation may impose the prohibitions and restrictions specified in §§ 30.03 through 30.08 in the manner described in those sections. The Mayor may impose as many of those specified provisions and restrictions as he or she finds necessary, because of an emergency, to maintain an acceptable level of public order and services, and to protect lives, safety, and property. The Mayor shall recite his or her findings in the proclamation.
   (B)   The proclamation shall be in writing. The Mayor shall take steps to give notice of the terms of the proclamation as stated in this section and shall post a copy of it in Town Hall. The Mayor shall retain a text of the proclamation and furnish upon request, certified copies of it.

   (C)   When prohibitions and restrictions take effect. All prohibitions and restrictions imposed by declaration pursuant to ordinances adopted under this chapter shall take effect in the emergency area immediately upon publication of the declaration unless the declaration sets a later time. For the purpose of requiring compliance, publication shall include at least:
      (1)   Posting of a signed copy of the declaration conspicuously posted on the town's Web site; and
      (2)   Submittal of notice and a signed copy of the declaration to the Department of Public Safety WebEOC critical incident management system. The town shall submit the signed copy of the emergency declaration to Granville County Emergency Management for posting on the Department of Public Safety WebEOC site or follow such other procedures as may be required for posting at a later date.
   (D)   Publication may also consist of reports of the substance of the prohibitions and restrictions in the mass communications media serving the emergency area or other effective methods of disseminating the necessary information quickly. As soon as practicable, however, appropriate distribution of the full text of any declaration shall be made. This division (D) shall not be governed by the provisions of G.S. § 1-597.
