§ 154.03 STREET ADDRESS NUMBERING SYSTEM.
   Parcels of real property in the city shall be assigned address numbers as follows for identification, GIS, public utility, and public safety purposes. It is acknowledged that individual addresses may be comprised of more than one parcel, often with a primary structure located on one parcel, and accessory uses/open space existing on adjoining parcels that are under the same ownership.
   (A)   East-west streets. Numbers on parcels that are located on the north side of a street that runs east-west shall be odd numbers. Numbers for parcels that are located on the south side of such streets shall be even numbers.
   (B)   North-south streets. Numbers on parcels that are located on the east side of a street that runs north-south shall be odd numbers. Number for parcels that are located on the west side of such streets shall be even numbers.
   (C)   Block. Blocks within the city are as defined in Article 10 of the Zoning Ordinance, to wit: “A unit of land bounded by streets or by a combination of streets and public land, railroad rights of way, water ways or any other barrier to the continuity of development.”
   (D)   Baselines. The north-south and east-west baselines for blocks, as historically established in the city, are as follows:
      (1)   North-south streets. For north-south streets, block numbering begins as “100” in the first block north or south of East Main Street and West Main Street. Successive blocks running further to the north or south shall increase by increments of 100.
      (2)   East-west streets. For east-west streets, block numbering begins as “100” in the first block east or west of North Broadway and South Broadway. Successive blocks running further to the east or west shall increase by increments of 100.
   (E)   Directional prefixes. Directional prefixes for north-south and east-west streets within the city shall be as follows:
      (1)   North-south streets. For north-south streets that traverse East Main Street or West Main Street: Streets that are located north of Main Street shall be designated with a “North” prefix. Streets that are located south of Main Street shall be designated with a “South” prefix. These streets, as historically established, are as follows:
         (a)   North Federal / South Federal.
         (b)   North Pearl / South Pearl.
         (c)   North Canal / South Canal.
         (d)   North Ash / South Ash.
         (e)   North Beech / South Beech.
         (f)   NOTE: The portion of Western Avenue north of West Main Street is designated with a “North” prefix, but, historically, the portion of Western Avenue south of West Main Street does not use a “South” prefix.
      (2)   East-west streets. For east-west streets that traverse North Broadway or South Broadway: Streets that are located east of Broadway shall be designated with an “East” prefix; streets that are located west of Broadway shall be designated with a “West” prefix. These streets, as historically established, are as follows:
         (a)   East Monroe / West Monroe.
         (b)   East Liberty / West Liberty.
         (c)   East Washington / West Washington.
         (d)   East Green / West Green.
         (e)   East Oak / West Oak.
         (f)   East Willow / West Willow.
         (g)   East Cherry / West Cherry.
      (3)   Exempted streets.
         (a)   The above historically established street/address system was not followed when the following plats were approved and developed in the 1960s and 1970s:
            1.   Northwood, Sections I, II, and III.
            2.   Park View Addition, Sections I, II, and III.
         (b)   The following streets within these plats, with the corresponding house numbers, are therefore exempt from the street/block system established above:
            1.   North Ivy Lane: Addresses 100 to 121.
            2.   South Ivy Lane: Addresses 104 to 228.
            3.   Springer Drive: Addresses 301 to 312.
            4.   Park Lane: Addresses 100 to 248.
            5.   North Park Lane: Addresses 300 to 377.
            6.   South Park Lane: Addresses 104 to 176.5.
         (c)   The numbering system for the manufactured housing units within the Northcrest Trailer Park is also exempt from the street/block system established above.
      (4)   Cross-reference to § 151.33(R), “Final Plat” of the Butler Subdivision Ordinance. This section shall serve as the basis for assigning house/property numbers for all new subdivision plats in the city as prescribed by § 151.33(R), “Final Plat” of the Butler Subdivision Ordinance.
