An applicant shall pay an application fee in the minimum amount of $25, unless exempted under § 113.06. In the event the license is granted, the application fee shall be retained by the city and applied toward the license fee. In the event the license is denied, $20 of the application fee shall be retained to defray the administrative expense incurred in investigating and processing the application, and any remainder shall be refunded to the applicant.
