Any parent, guardian or adult person having the legal care, custody and control of the person under eighteen years of age, who permits any child to violate this chapter shall be warned upon the first offense; upon the second or subsequent offenses within a one-year period from the last offense, the parent, guardian or adult person having legal care, custody and control of a person under eighteen years of age shall be guilty of a misdemeanor of the fourth degree.
