(a) No person that is an owner, harborer or in control of a dog shall allow said dog to be upon the parks and recreation grounds owned or leased by the Village, highway, street and road right of ways and sidewalks, without the dog being restrained by a leash.
(b) Any person, who is an owner, harborer or in control of a dog, who takes said dog upon property not his own, including the property set forth in subsection (a) hereof, shall remove any excrement deposited by the dog upon said property, away from the property, and in a sanitary manner. No such excrement so removed shall be deposited on any public street, sidewalk, storm sewer, or Village refuse container.
(c) Whoever violates this section shall be committing a minor misdemeanor, for which the person may be fined up to one hundred dollars ($100.00).
