(a) In order to facilitate the movement of traffic to combat the hazards of excessive snow and ice on streets or portions of streets within the Village, a snow emergency shall be declared due to such hazards whenever there is an accumulation of snow, sleet, hail or ice of two inches or more and then emergency parking regulations hereinafter defined shall remain in effect until the Village Police Chief or his or her designee declares the emergency is ended.
(b) During the period of the snow emergency, no person shall park or cause or permit to remain parked, his or her automobile or vehicle on any street or portions thereof within the Village. This prohibition does not apply to automobiles or vehicles legally parked in designated parking areas between the hours of 11:00 p.m. and 5:00 a.m.
(c) Any motor vehicle found parked on any street or portions thereof within the Village during the time of such emergency shall be removed at the order of the Village Police Chief and shall subject the owner or operator to the fines provided herein.
