(a) “Tree lawn” means the strip of property between the sidewalk and the curb, in the case of a curbed street; in the case of a street not curbed, “tree lawn” means the strip of property between the paved edge of a street and the recognizable grass line of the abutting property owner; in the case of nonpaved streets, “tree lawn” means the strip of land between the discernible street surface and the grass line of the abutting property owner.
(b) No person shall drive, stand or push a vehicle on a tree lawn in the case of a curbed street as defined in subsection (a) hereof, except when entering or leaving a permanent or temporary driveway or when lawfully authorized.

(c) Tree lawn parking shall be permitted on noncurbed streets between the hours of 7:00 p.m. and 7:00 a.m., except as provided in Section 351.11, and except for within a distance of ten feet of any tree on said tree lawns.
