(a) Council reaffirms as general policy the practice of requiring annexation prior to any tap-in of the Village utility lines, including water lines, wastewater collection lines and storm water collection lines.
(b) Council recognizes that lines and connections outside of the corporation limits existing or agreed to prior to this section shall continue in their present status.
(c) Council reserves the right to ask that all property owners with current connections to Village utility services outside the corporation limits request or submit to annexation at a future date.
