At the first meeting in January of each year, Council shall immediately proceed to elect a President pro tempore from its own number, who shall serve until the first meeting in January next following his election. When the Mayor is absent from the Village, or is unable for any cause to perform his duties, the President pro tempore shall be the Acting Mayor and shall have the same powers and perform the same duties as the Mayor.
