   (b)    In the event the status of the improvement activity at the time such Stop Work or adjudicative order is issued is such as to create a risk of probable adverse environmental impact or erosion harm, the Village Engineer may require the applicant, or the owner if different from the applicant, to immediately undertake sufficient remedial measures to prevent such impact or harm. Such remedial measures shall be as prescribed by the Village Engineer.
