1347.03 PLOT PLAN REQUIRED.
   (a)    In addition to the requirements set forth Section 1347.01 and 1347.02, each applicant for a permit to construct a new building or structure shall also submit to the Building Inspector and Village Engineer a Plot Plan of the property where such proposed construction or reconstruction is or shall be situated, prepared by a registered engineer or a registered surveyor, and the deposit required under Section 1347.06. The Plot Plan shall conform to the graphic standards on file with the Geauga County Building Department and shall contain the following information:
      (1)    The existing elevation of the center line of the street;
      (2)    The existing elevation of the top of the near street curb, if any;
      (3)    The existing elevation of the top of the nearest portion of the sidewalk, if any;
      (4)    The existing elevation at each corner of the lot;
      (5)    The first or main floor elevation and the location of adjacent building within 150 feet;
      (6)    The elevations of the proposed finished grade of lot using a one-foot contour interval; a greater contour interval may be used on steeper grades subject to authorization of the Village Engineer;
      (7)    The proposed elevation of the first or main floor of the building and the lawn grade at the major building corners;
      (8)    Garage floor elevation;
      (9)    The foundation and/or slab elevation;
      (10)    The bearings and lot dimensions, of the lot and block number or the lot and tract number, an arrow showing the north direction, and the street name;
      (11)    Building to be dimensionally tied to property line. Show all minimum front, side, and rear yards and lot width at setback. Show all perimeter dimensions of building;
      (12)    A reference benchmark established on some permanent object in the near vicinity which shall remain undisturbed during construction and available for elevation check. The benchmark may be assumed as 100 feet with prior approval of the Village Engineer, where a Village bench is not available.
      (13)    Stamp by registered surveyor attesting to his survey and that monumentation of all lot corners were found or set;
      (14)    The location and elevation of all existing and proposed sanitary sewers, water lines, and storm sewers within or adjacent to the lot;
      (15)    Any other information that may be required by the Village Engineer to assure that the proposed building elevation and site grading are compatible with adjacent property and that positive drainage is achieved; and
      (16)    The type of permanent and final vegetation and structures that will be planted and installed and the agreed time within which such vegetation and structures are to be planted and installed.
   (b)    The Village Engineer shall approve such Plot Plan only if satisfied that:
      (1)    The proposed building or structure shall not unreasonably adversely impact neighboring properties due to erosion or sedimentation, and
      (2)    The building or structure itself shall not be subject to adverse drainage consequences.
      (3)    The requirements of the County Regulations will be met.
   If so approved, the applicant may proceed to undertake his improvements in accordance with the approved Grading and Plot Plans.
   In the event the Village Engineer, after review of the Plot Plan, finds either unreasonable adverse erosion or sedimentation impact upon neighboring properties is likely, or the building or structure itself would be subject to adverse drainage consequences, or the County Regulations will not be met, he shall recommend or prescribe changes to the Plot Plan to correct or reduce such impacts. If the applicant agrees to such recommendations, they shall be deemed part of the Plot Plan and the applicant may proceed in accordance therewith, so long as Grading Plan approval has likewise been obtained.
   In the event no agreement is reached between the applicant and the Village Engineer, then the applicant shall thereafter submit to the Planning Commission, through its Secretary, six copies of such Plot Plan, which shall thereafter conduct a review in accordance with the procedures set out in Section 1347.04.
   (c)    The provisions of this section shall not apply to those applicants who are required to either:
      (1)    Obtain development review approval of the proposed improvement pursuant to the Village Zoning Code; or,
      (2)    Obtain Village Engineer approval pursuant to the improvement plan review procedures for major subdivisions of the Village Subdivision regulations.
