The owner of each residential dwelling or business or commercial structure shall display the street number or numbers assigned to such dwelling or building by the plan on or near such buildings in a prominent and conspicuous location, near the front door or entryway, not obscured by trees, bushes, shrubs or other obstructions and easily visible and discernible from the street, so as to facilitate the police, emergency vehicles, and other public visitors in finding and identifying the structure.
