Should the Building Inspector, pursuant to an inspection authorized under Section 1331.02, determined that a structure is in violation of the conditions set forth in Section 1331.01 he shall cause a notice to be sent to the person responsible therefor and order compliance with the regulation involved as hereinafter provided.
The Inspector shall:
(a) Put the details in writing on an appropriate form;
(b) Include a list of violations referring to the section or sections violated and order immediate action which, if taken, will effect compliance with the provisions of this chapter;
(c) Specify a reasonable time for compliance which in no case shall be less than six months; and
(d) Serve the notice upon the owner, operator or occupant of the structure in person, provided, however, that such notice and order shall be determined to be properly served upon such owner, operator or occupant if a copy thereof is sent by certified mail to his last known address and a copy is posted in a conspicuous place in or on the structure affected.
