Council may, from time to time, by resolution, designate appropriate areas within the Village, including the Village Park notwithstanding any other provisions of this chapter, for pickup and dropoff of persons utilizing a carriage for hire business. Such area or areas shall be designated as "carriage stands" and shall be designed to minimize traffic hazards, promote safety, and to utilize public facilities. If such area or areas are so designated, operators of any franchise granted under the terms of this chapter shall utilize such areas, and no others, for such pickup and dropoff.
