(A) The operation, maintenance, and management of the water distribution system of the city shall be under the exclusive control of the Department, and no person or persons other than agents or employees of the Department shall tap, change, obstruct, interfere with, open or close valves, or in any way disturb the system of watermains. The city shall collect the connection fee or availability fee pursuant thereto.
(B) All extensions and alterations to the system of watermains shall be made under the supervision of the Department.
