SECTION 8.7.  ENDORSEMENT OF ROLL.
   After the Board of Review has completed its review of the assessment roll, and not later than the first Monday in April, a majority of its members shall endorse thereon and sign a statement to the effect that the same is the assessment roll of the city for the year in which it has been prepared.  The omission of such endorsement or statement shall not affect the valifity of such roll.  In the event that the Board of Review shall fail or refuse to so review the assessment roll of the city,

authorized city taxes, assessments, and charges spread thereon, or may be a combined tax roll upon which county, school and other taxes may be spread for collection under the general property tax act, in addition to city taxes, assessments and charges as determined by the Council.  Upon receiving the certification of the several amounts to be raised, or to be assessed, reassessed, or charged as provided in Section 8.9 of this charter, the Assessor shall spread upon said tax roll the several amounts determined by the Council to be raised, charged, assessed or reassessed against persons and property.  He shall spread the amount to be raised by general city tax, according to and in proportion to the several valuations set forth in said roll.  To avoid fractions in computation on any tax roll, the Assessor may add to the amount of the several taxes to be raised thereon not more than the amount described by law.  Any excess created thereby on any tax roll for the levy and collection of taxes in the city shall belong to the city.
