SECTION 6.9.  POLICE DEPARTMENT.
   (a)   The Police Department shall be under the direction of the Chief of Police.  To be eligible for appointment as Chief of Police, a person must be qualified for such office by education, training or experience.
   (b)   Police officers shall have all of the powers, immunities and privileges granted to peace officers by law for the making of arrests, the preservation of order, and for protecting the safety of persons and property.
