SECTION 4.5.  THE MAYOR.
   (a)   The Mayor shall be recognized as the chief executive officer of the city and shall perform all duties provided or required by him by law or by the Council.
   (b)   The Mayor, or his designee, shall attend all official meetings of the Council.
   (c)   The Mayor shall not have a vote on the Council.
   (d)   The Mayor shall possess the veto power, except that the Council may, by an affirmative vote of five (5) or more members of the Council, override said veto.
   (e)   The Mayor shall advise the Council concerning the legislative and policymaking affairs of the city and make recommendations thereon.
   (f)   The Mayor shall be an ex-officio member of every board and committee created by this charter or ordinance, but shall not have a vote thereon.
   (g)   The Mayor shall appoint all administrative officers of the city, except the City Attorney and City Auditor.  The Mayor’s appointments shall be subject to approval by an affirmative vote of four or more members of the Council.  The Council shall act within thirty (30) days from the date of submission upon any appointments submitted by the Mayor for approval.
   (h)   In emergencies, he shall have the powers conferred by law upon peace officers and shall exercise such powers, as the city’s chief officer, to prevent disorder, to preserve the public peace and health, and to provide for the safety of persons and property.
   (i)   The Mayor shall be chief administrative officer of the city treasury, and act as the official head of the city for all purposes, military law, and civilian defense.
