(A) No person, except an employee of the city in the performance of his or her duties, shall open or use any fire hydrant, including hydrants located on private property or located outside the city and serviced by city water, except in case of an emergency, without first being specifically authorized by the Department and paying those charges as may be prescribed by Council and amended by resolution from time to time.
(B) No person, firm, or corporation shall in any manner obstruct or prevent free access to any fire hydrant by placing or storing, temporarily or otherwise, any object or materials of any kind within 20 feet of the same.
