It shall be unlawful for any person, being the owner or in charge of any dwelling, house, factory, or place of business in the city, to lease or continue to lease the same to another person for use, or to permit the use of that dwelling, house, factory, or place of business by another person if the water supply intended for human consumption by the occupants of that dwelling, house, factory, or place of business shall not be supplied from the system or from a well the water of which shall have been inspected by or under the direction of the Department of Public Health and a certificate issued by the Department of Public Health showing that the water supply is fit for human consumption.
