There may be a special meter reading charge each time a customer shall request a meter reading at a time other than the usual and normal reading. A service charge as set by the City Council, and amended by resolution from time to time, shall be charged unless the special meter reading reveals a defect in the meter or error in the previous read, then no charge shall be made.
