Where the water has been turned off by the Department for any reason, no person or persons, except authorized employees of the Department, may turn it on again. Whenever a violation has occurred, the Department may terminate the water at the corporation stop. Before water can be turned on, the owner shall pay in advance all expenses due and owing to the Department.
