(A) Previous to issuance or renewal of any license under this chapter, a recommendation concerning the issuance of the license shall be obtained from the Supervisor, a Township Ordinance Enforcement Officer and Fire Chief.
(B) The Township Supervisor and Ordinance Enforcement Officer shall base their recommendation upon:
(1) Whether persons under the age of 18 years are to be excluded from the establishment;
(2) The proposed location, considering:
(a) The traffic pattern for safety purposes for proper ingress and egress to the site;
(b) The proximity of the site to other regulated businesses;
(c) The proximity of the site to residential, schools, playground or other areas which have high concentration or attraction to minors; and
(d) If site is properly zoned for the use, and if all approvals and permits required under the Zoning Ordinance for the establishment have been obtained.
(3) Hours of operation;
(4) Compliance with all other applicable state and federal regulations; and
(5) Compliance with applicable township codes.
