§ 52.06 FEES.
   (A)   The township hereby ratifies and confirms the existing Light District as shown on Exhibit A.
   (B)   The creation of the new District or expansion of the existing District shall be financed by a special assessment levied against all parcels located within the District as reflected on a confirmed special assessment roll. The special assessment shall be in an amount necessary to pay all of the expenses associated with the creation of the District and installation of the street lights.
   (C)   For the existing District and after the special assessment District is created and the street lights are installed and operable for any expansion thereof, the Township Board shall establish a fee to be assessed against the parcels within the Light District for the service provided. The Township Board shall establish the fee in an amount to defer the costs of the operation of the Light District, including a reasonable reserve for maintenance, repair and replacement.
   (D)   The annual assessment for maintenance and operation of the Light District shall be assessed against all parcels within the Light District which have frontage on the streets or the parts thereof which are serviced by a street light.
