§ 51.05 WATER RATES; CHARGES FOR USERS.
   (A)   The rates to be charged for water consumption and ready to serve fee by the water system commencing with all billings on or after January 1,1996, shall be set by resolution of the Township Board. The charges for consumption for water shall be payable quarterly.
   (B)   Each premises connecting to any water line of the system shall pay in cash or certified check at the time application for a connection to the water line a connection fee as follows.
      (1)   For each direct connection to lines of the system, there shall be charged a fee of $4,300 per single-family residence equivalent; provided, however, that credit against the charge shall be given for each unit of benefit specially assessed.
      (2)   In order to defray the proportional share of the cost of transmission mains and meter pits for each indirect connection to the system, there shall be charged a fee in the amount of $2,150 for each single-family residence equivalent; provided, however, that credit against those charges shall be given per unit or portion of benefit specially assessed. An indirect connection shall be defined as one made to water main(s) added to the system after the original construction of the system, the cost of which is paid from special assessments or private funds.
      (3)   Connection charges as set forth above shall be due and payable in cash or certified check upon application for connection to the system, except that existing premises connecting to the system during the original construction project shall be payable over ten years in equal annual installments. The first installment shall be due February 14, 1996. The remaining installments shall be payable annually commencing December 1, 1996, and shall include interest from March 1, 1996 at the rate equal to 1% above the rate borne by the bonds sold.
      (4)   Each premises, other than a single-family residence, shall be the above connection fees, multiplied by a factor representing a ratio of water use by the class of premises to normal single-family residential use, as reflected in § 51.14.
      (5)   Subject to the provisions of division (B)(1) above, those parcels located in the Special Assessment District and subject to a full special assessment on the special assessment roll shall be deemed to have paid the connection fee and, if applicable, the cost of acquiring and installing the service connection; provided, however, that the credit shall not result in a full or partial refund of the special assessment paid or payable pursuant to the special assessment roll, unless specifically established by the township at the time the special assessment roll was confirmed by the township; provided further that a partial special assessment (levied for example, on a vacant lot) shall be offset against the connection fee and, if applicable, the cost of acquiring a service connection.
      (6)   Multiple unit users:
         (a)   A single-family residential building which constitutes a dwelling unit will be charged a connection fee based on one unit. Other premises shall pay a connection fee based upon the number of units assigned to the premises by the table of unit factors, in § 51.14; and
         (b)   Upon connection to the system, a nonresidential user assigned more than a single unit shall have a water meter of the size and type approved by the township installed on the user’s water supply. The cost of both the meter and the installation shall be paid for by the user with the installation to be made or approved by the township. The meter shall be read on a quarterly basis by the township.
      (7)   Single-family residential users with a service line provided in the original 1996 construction project financed with the bonds that wish to have a service line over one inch shall receive a credit in the amount of $400 toward the cost of over one inch service line.
      (8)   Users who have not been furnished with a water service line with the original 1996 project shall pay a service line installation charge to pay the cost of installing a water line from the water main to the property line in the following amounts:
         (a)   One-inch service line: $800; and
         (b)   Over one-inch service line: cost to be determined to township based on a time and material basis.
      (9)   Meter charge changed to cover the cost and installation of water meter that is not installed as part of the original 1996 project shall be paid in the following amounts:

      (10)   Single-family residential users with a meter provided in the original 1996 construction project that wish to have a meter larger than one shall receive a credit in the amount of $50 toward the cost of the meter in excess of one inch.
      (11)   Service lines from the water main the property line will be maintained without charge to the user. It will be the property owner’s obligation to install and maintain the service from the property line to the premises connected.
   (C)   All connections to the system shall be inspected by the township. A fee of $75 per connection shall be charged for inspection of water service from the property line to the meter location, but it will be included in the connection fee. Refer to division (B)(8) above.
   (D)   Turn-off and meter reading charges.
      (1)   A request for turn-on or turn-off of water shall be made by the property owner in writing and the fees required as determined by resolution of the Township Board shall be paid at the time of the request or billed to the customer account for payment.
      (2)   A request for seasonal turn-off and turn-on shall be made by the property owner in writing. A fee of $100 will be charged for seasonal turn-off which will be paid at the time of the request or billed to the customer account for payment. No charge will be made for turning the service on.
      (3)   If a turn-on or turn-off is made at the request of the customer, except for water line emergencies, at any time other than during regular working hours, the charge shall be the actual cost to the township for the employee’s time, but in no case less than $250.
      (4)   Any fee required under this division (D) may be amended by resolution of the Township Board.
