§ 31.02 CHARGES TO RESPONSIBLE AND BENEFITTED PARTIES.
   (A)   The township shall bill responsible and benefitted parties, including, but not limited to, all persons, estates, entities or corporations or other parties determined by Township Fire Chief to be responsible for or benefitted by services provided by or through the township which give rise to assessable costs, as set forth in the Schedule of Assessable Costs (found in § 31.12) adopted by the Township Board of Trustees. Any party determined by the Fire Chief to be responsible for and/or benefitting from the services shall be liable for the full payment of the services rendered.
   (B)   When a particular service rendered by or through the Fire Department directly benefits more than one person or property, the owner of each property so benefitted and/or each person so benefitted, shall each be liable for the payment of the full charge for services. However, the township shall not pursue nor be entitled to recover more than 100% of assessable costs.
   (C)   Parents and or guardians shall be responsible for payment of assessable services incurred by minors and, parents and or guardians, shall also be responsible for payment of assessable services required by the action of a minor.
