The owners of all houses, buildings or properties used for human occupancy, employment, commercial purposes, recreation or other purposes, situated within the City or within the jurisdiction of the City and abutting on any street, alley or right-of-way in which there is now located or may in the future be located a public sanitary or combined sewer of the City, is hereby required at the expense of the owner to install suitable toilet facilities therein, and to connect such facilities directly with the proper public sewer in accordance with the provisions of this chapter, within ninety (90) days after date of official notice to do so, provided that a public sewer is within three hundred feet (300') of the property line. Any building within three hundred feet (300') not connected to the City sewer will be charged at the same rate as though connected to the City sewer based on applicable water consumption as provided in this chapter.
