§ 71.20 VEHICLES MUST BE DRIVEN CAREFULLY.
   Every person operating a motor vehicle, or any vehicle, on any of the public streets, alleys, or public grounds in the city shall drive the same in a careful and prudent manner so as not to endanger the property or the life or limb of any person.
