A curb stand with cut off shall be placed at a uniform location, equidistant from place of tap, and in a direct line from tap toward the nearest point of lot lines, and inside of the curb line of the street with the top of the curb stand even with the grade of the sidewalk for controlling the supply of water to consumers.
